Work Permits in Russia

All foreign nationals wanting to work in Russia need a work permit (Razreshenie na rabotu / Разрешение на работу) and without it, foreigners living in Russia have no right to engage in any work or business activities in the country. Permits are issued by the Federal Migration Service (Federalnaya Migracionnaya Sluzba - FMS / Федеральная миграционная служба). Once this is issued, an application may then be made by an employee for a work visa, which is required for most foreign nationals to enter and live in Russia.

Exceptions to this are:


Foreign nationals permanently residing in Russia – holders of a permanent residence permit do not need a work permit to work
Temporary workers in Russia – for those working in Russia on a temporary basis for a foreign company, or travelling frequently out of the country, a Business Visa enables foreigners to work in the country for up to 90 days, or a total of 90 days out of either six or twelve months.

A good working knowledge of the Russian language is often crucial for holding a job in Russia. A law is currently being drafted that will require a mandatory test of Russian language, history and legislation for all migrant workers coming to Russia. At the moment, only those working in the utilities, housing, sales and public services have to prove knowledge of the language when applying for a work permit. Exceptions to this will be holders of a Highly Skilled Specialists Work Permit and people in high managerial positions who use an interpreter.

Find out where and how to start the search for employment in Russia…

As well as many people getting recruited or seeking jobs through the usual channels in home countries, it is possible to use the services of a recruitment agency to find a job in Russia. This is mostly relevant to highly qualified and experienced candidates. Most agencies that recruit international applicants request a CV in English to be sent by email or completed on their website.
Networking is another way to find out about job opportunities in Russia. Developing and using personal contacts can be a very handy part of a strategy. This can be done both inside Russia or outside via websites and blogs, or through contacts such as colleagues, friends and relatives. The English-speaking national business councils and social groups run by the various countries represented in Russia can also be useful.

Although some multinational companies use online application forms, a CV and covering letter is the typical way of applying for an advertised job. The covering letter is an integral part of a job application in Russia, and is often a more important tool than the CV for illustrating suitability for the role to an employer. The style should be formal, referring to present and future plans of the applicant, and the letter should always end with a signature.

Employment Contracts in Russia

An employment contract (trudovye dogovory / трудовые
договоры) for any type of employment (full-time, part-time,
temporary or permanent) must always be in writing, with two
original copies signed by both parties, and one kept by each
party. If in exceptional cases a company admits an employee
without a written contract, a contract should be prepared and
signed within three days of admission.
All contracts must be in both Russian and English to be
accepted by a Russian court, and usually contain the
following:
Name and contact details for the employer and the employee
Details of the position
Start date
Probation period
Salary and method of payment
Working hours
Holiday allowance
Social insurance and/or health care arrangements
Training and obligations for the employee
Work conditions
Confidentiality agreements, where relevant
Rights and obligations of both parties

According to the Russian Labour Code, there are a number of main types of employment contracts for foreign nationals with a work visa:
Employment Contract according to Form TD1 (Трудовой договор по форме ТД-1) or Employment Contract with Free Text (или Трудовой договор в свободной форме) – this is the most commonly used contract with no definite term of validity, and it must contain the conditions of termination in the body text
Employment Contract with Definite Time (Срочный трудовой договор) – this cannot be for more than five years and is usually made when a temporary employee is upgraded to a permanent contract
Employment Contract for Seasonal Work (Трудовой договор на сезонные работы) – which cannot have more than two months validity
