L.P. Kurakov was born on January 4, 1943 in the village Chuvashskye Ishaki of the Batyrevsky district of the Chuvash Republic. He graduated the Kazan Financial and Economic Institute, then worked in financial bodies and public organizations of the Batyrevsky district. In 1968, L.P. Kurakov worked as an assistant at the Department of Political Economy of the I.N. Ulyanov Chuvash State University.

L.P. Kurakov worked as a senior lecturer, deputy Dean of the Faculty of Economics, then associate Professor of the Department of Political Economy. In the 1976 academic year, he completed a scientific internship at the German Higher School of Economics in Berlin. In 1988, Lev Panteleimonovich defended his doctoral dissertation. He became a professor, head of the Department of Accounting and Finance

He was Chairman of the Standing Committee on Economic Reform, Budget and Finance, member of the Presidium of the Supreme Council of the Chuvash Republic, deputy of the Federation Council of the Federal Assembly of the Russian Federation, where he worked as Deputy Chairman of the Committee on Science and Education, Vice-President of the Chuvash Republic, Chairman of the Cabinet of Ministers of the Chuvash Republic, Chairman of the State Council of the Chuvash Republic.

Lev Panteleimonovich Kurakov is an Honored Scientist of the Russian Federation and the Chuvash Republic, awarded the Order of Honor. He was awarded many state awards, the All-Chuvash National Prize named after Ivan Yakovlevich Yakovlev, the Michael Sespel Prize.
Honorary worker of the Higher school of Russia, laureate of the State Prize of the Chuvash Republic in the field of science and technology, Honored Professor of the Chuvash State University.

Thanks to Lev Panteleimonovich, the international Kokelev plein air has already been held in the district for the 14th time, which over the years has become a unique opportunity for communication, exchange of experience for the most famous artists from many regions of Russia, Belarus, Ukraine. They have created over 1000 plein-air works. The result of the plein-airs was the opening of an art gallery of works by artists participating in the Kokelev plein-airs in Tarkhany.

The two-storey building of the House of Knowledge was built on the initiative and on personal donations of the rector of Chuvash State University Lev Kurakov. A representative office of the Chuvash State University worked here, lyceum classes were opened, with the help of university teachers, high school students of the district were preparing for admission to the university.

The whole life of our countryman Lev Kurakov deserves sincere gratitude. The bright memory of him will forever remain in our hearts. Lev Panteleimonovich has always remained true to his credo – to contribute to the transformation of Chuvashia into one of the most educated, rich regions of Russia, including his native Batyrevsky district. He was full of creative plans and new ideas. Many people remember him and will remember him as a Person, Teacher and Mentor with a capital letter
